I. About Us : |
State Project Facilitation Unit, Madhya Pradesh has been established by Govt. of
Madhya Pradesh in year 2003 as a separate unit under Directorate of Technical Education,
Madhya Pradesh to run Technical Education Quality Improvement Programme in the state
as per the project requirement.
The project activities are coordinated through this office by Deputy Director and
Head, SPFU, Madhya Pradesh as Project Coordinator, in the guidance of Director Technical
Education and State Project Advisor, Madhya Pradesh. The Project Coordinator is
supported by following four Cells : -
- Monitoring and Evaluation Cell
- Academic Cell
- Procurement Cell
- Financial Management Cell

II. TEQIP :
|
The Technical Education Quality Improvement Programme (TEQIP) was commenced in 2003
with World Bank assistance as a long term Programme to be implemented in three phases.

III. TEQIP Phase – I :
|
The first phase of the project, TEQIP-I was implemented in the state as an Externally
Aided Project (EAP) and was successfully completed in March 2009 in which following
5 engineering and 2 polytechnic institutions of the state had participated –
- University Institute of Technology, RGPV, Bhopal.
- Shri G.S. Institute of Technology & Science, Indore.
- Jabalpur Engineering College, Jabalpur.
- Rewa Engineering College, Rewa.
- Ujjain Engineering College, Ujjain.
- S.V. Polytechnic College, Bhopal.
- Kalaniketan Polytechnic College, Jabalpur.

IV. TEQIP Phase – II :
|
A. Introduction :
The second phase of the project, TEQIP-II is a Centrally Sponsored Scheme (CSS)
of MHRD, Govt. of India, started in the year 2010 and will be ended in March 2017.
Under TEQIP-II, the Memorandum of Understanding (MoU) between MHRD, Govt. of India
and Govt. of Madhya Pradesh was signed in August 2011, subsequently MoUs between
Govt. of Madhya Pradesh and selected engineering institutions were signed in September–
December 2011.
B. Project Strategy :
- The project cost was shared by MHRD Govt. of India and State Govt. in the ratio
75:25. This ratio has been changed as 50:50 in the mid of Financial Year 2015-16
by the Government of India .
- Funding for Govt. Funded / Aided engineering institutions was in the ratio 75:25
which has been changed as 50:50 i.e. 50% funding as grant from MHRD, Govt. of India
and 50% funding as grant from State Govt.
- Funding for Private Unaided engineering institutions was in the ratio 60:20:20 which
has been changed as 50:20:30 i.e. 50% funding as grant from MHRD, Govt. of India,
20% funding as grant from State and 30% share form institution.
C. Project Design :
There are following two main sub - components of the project TEQIP-II :-
- Sub-component 1.1 : Strengthening Institutions to produce high quality engineers
for better employability. In Sub-component 1.1, the project cost for Govt.
Funded / Aided engineering institutions is Rs. 10.00 crore per institution and for
Private Unaided engineering institutions Rs. 4.00 crore per institution.
- Sub-component 1.2 : Scaling-up postgraduate education and demand-driven
Research & Development and innovation. In sub-component 1.2, the project
cost for Govt. Funded / Aided engineering institutions is Rs. 12.50 crore per institution
and for private unaided engineering institutions Rs. 4.00 crore per institution.

E. Project Status:
Activities :
The main project activities implemented include institutional management capacity
development, training, research & innovations, faculty and staff development, institutional
academic reforms, academic support to weak students and procurement of research
equipments for development of laboratories.
Under the project activities held in project institutions, total 17 courses has
been accredited and process of accreditation of more 19 courses is in progress.
Project institutions have signed 97 MoUs with industries under Institute Industry
Interaction. Scholarships have been given to 489 post graduate students and 14 research
scholars. Under the project 191 workshops / seminars / conferences have been organized
till date.
Mentoring :
Two rounds of mentoring have already been completed in all 5 institutions of the
state. Third round of mentoring has already been completed in 4 institutions.
Performance Audit:
Three rounds of performance audit including the final round have already been completed
in all 5 institutions of the state.
Financial Audit:
Statutory and Internal Audits of all project institutions and SPFU, M. P. are being
carried out in every financial year as per the guidelines of the project
Internal Audit – The Audits for financial year 2015-16 have been
completed and no major financial irregularities were reported till date.

V. TEQIP Phase – III :
|
A. Introduction :
The third phase of the project, TEQIP-III is a four year Central Sector Scheme (CSS)
of MHRD, Govt. of India, to be started in the year 2017 and will be ended in 2021.
B. Initial Project Strategy :
The TEQIP-III project will cover all Government Funded / Aided engineering institutions
of the state including Affiliating Technical University of the State, as per the
eligibility criteria prescribed in project norms in two rounds of selections i.e.
Cycle -1 & Cycle -2. In the project TEQIP-III which is going to be implemented as
a Central Sector Scheme (CSS), the total institutional funding will be provided
by the Central Government without the inclusion of state share.
C. Initial Project Design :
There are following two main sub - components of the project TEQIP-III :-
- Sub-component 1.1 : Institutional Development Grants to all Government Funded
/ Aided engineering institutes in focus States/UTs. In Sub-component 1.1,
the funding to the tune of Rs. 10.00 – 15.00 Crore for Govt. Funded / Aided engineering
institutions.
- Sub-component 1.2 : Widening Impact through Affiliating Technical Universities
(ATUs) in focus States/UTs. In sub-component 1.2, the funding to the tune
of Rs. 20.00 Crore for Affiliating Technical Universities (ATUs).

E. Pre - Project Activities :
Initial activities to include probable Govt. funded / Aided engineering institutions
and State Technological University in the project TEQIP-III have already been started
by National Project Implementation Unit (NPIU), Noida in the year 2016 and an orientation
workshop has been organized by NPIU on 18th January 2017 at New Delhi. In this workshop
representatives of World Bank, officials of MHRD, Govt. of India, officials of State
Govt. and representatives of probable Govt. Funded /Aided engineering institutions
have participated and the guidelines were provided to probable institutions of the
State to prepare their Institutional Development Plans for the participation the
Project TEQIP-III.
